Illinois House Republicans say after eight contempt-of-court orders, it’s time for the Department of Children and Family Services to straighten up and for the legislature to say so. David Welter of Morris says the state is failing children who are stuck in mental hospitals for months after their evaluations. Some of the kids aren’t getting schooling and some aren’t allowed to play outside.

Welter and other lawmakers spoke about it at a news conference in Springfield Tuesday morning.
