Sen. Dick Durbin wants filibuster reform. He’s not entirely against Senators halting voting on a bill if they feel strongly about it. He just thinks it ought to require more than a few words that aren’t even spoken on the Senate floor.

Durbin says two or three Senators control the Senate floor by checking a box on a form and it takes 60 votes to overcome their opposition. He talked about it on CNN’s State of the Union.
