With a 70 to 44 vote, the Illinois House approved its operating rules yesterday. Republicans are criticizing them as mostly the same old rules.
St. Rep. Tom Demmer of Dixon says shell bills are still allowed. He says after the shell bills sit empty for months, they can be suddenly filled with hundreds of pages of substantial legislation and called for a vote before anyone can read them.
The House Republicans want more floor debates and a waiting period for changes and budget bills.
Rules approved Wednesday to set term limits for the House Speaker and Minority Leader at ten years.
