Full News Report for 11/21/23

A 41-year-old female was found unresponsive in Marilla Park in Streator this morning just before 4 am. Streator police discovered the body on routine patrol. Streator fire and EMS did respond shortly after 4 am and the woman was taken to OSF St Elizabeth where she was pronounced dead.

No foul play is suspected. A name will not be released until next of kin are notified.

Cate Moulton, a manager and CPA with Mack and Associates presented a fiscal year 2023 financial audit to the Regular City of Peru Council Meeting last night.

Moulton said that though the audit process went smoothly. The City of Peru had some changes creating a new TIF fund. TIF is, simply put, a mechanism for municipalities to spur economic development in specific neighborhoods they deem blighted or deteriorating. There were transactions due to TIF funding in 2023 that were not typical, routine transactions. This resulted in a few audit adjustments due to debt issued in the creation of TIF funding in 2023. The MVP TIF fund in particular spent more than the money appropriated, which is not uncommon. Moulton all the adjustments are in the report, nothing was systematic just a reclassification of unusual transactions. (Peru city hall) 

Moulton’s audit deemed the City of Peru is properly accounting for all their transactions and their financial statements are fair. She said nothing was noted in her due diligence that would change a reader’s opinion of the financial statements.

It can be agreed that an unqualified auditor’s opinion such as Mack and Associates determined fiscal year 2023 for Peru’s to be, provides financial statement users with confidence that the financials are both accurate.

Eric Carls, the director of engineering and zoning for the City of Peru said last night that residents in Peru south of Shooting Park Road and south of Route 6 may see the city of Peru public works uniformed workers or a local contractor, Illinois Valley Excavator soon.

They will not be knocking on doors but will be hydro-excavating around the water shut-off boxes on the side of selected homes. They will excavate down about 4 to 5 feet deep and 2 feet wide to check the material type of the water lines.

Approximately 1,000 properties in Peru will be affected. Generally, the workers will only be working in the city “right of way”. The workers will return at some future date to put down black dirt and grass to restore the areas affected.

Homeowner’s assistance will not be necessary.

City of Peru city council Attorney Scott Schweickert presented 5 ordinances at last night’s Regular City Council Meeting. The ordinances abate or end 5 bonds that pay for or have paid for the pensions of city workers. The bonds can get paid for by tax levies though the City has adequate funds within the utility fund and general fund to make payments on the principal and interest of those bond payments. Essentially through the abatements, the city was ending each of the five bonds that paid for and will pay for police and fire pensions. The ordinances were all unanimously approved.

You may remember 35-year-old Brandon Kling of Ransom, he was arrested by police for disorderly conduct and criminal trespass this past June and he can’t seem to stay out of that type of trouble.

Kling is back in La Salle County jail for residential burglary and driving a stolen car Thursday. He has also been known to give a Streator address.

Woodland 77, St. Bede Academy 45: At the Route 17 Classic in rural Streator, the Warriors raced to a 25-9 lead after one quarter and a 50-22 advantage at halftime in their season-opening win over the Bruins on Monday.

The Ottawa and Streator boys basketball teams opened their respective seasons on Monday with wins at the Dean Riley Shootin’ the Rock Thanksgiving Tournament at Kingman Gymnasium.

The Pirates defeated Princeton 59-31, while the Bulldogs topped Plano 62-43. Pontiac opened the night’s action by rolling to a 94-25 triumph over Marengo.

(Chicago, IL) — The Bulls never led during a 118-100 loss to the Miami Heat at United Center. The Bulls trailed by as many as 24 points in the losing effort. Coby White led Chicago with 20 points in the losing effort, while Nikola Vucevic chipped in with 18. The Bulls are in 12th place in the Eastern Conference at 5-and-10. Chicago visits Oklahoma City tomorrow night.

Illinois went 2-and-1 last week, but their only loss was by seven points against number-five Marquette. The 4-and-1 Illini have just one game this week, a home contest against Western Illinois on Friday.

(Chicago, IL) — The Chicago Cubs are adding some depth to their bullpen. The team signed reliever Edwin Escobar yesterday. Escobar has been playing Japan since 2017. He played for both Boston and Arizona in short MLB stints, but he hasn’t pitched in the big leagues since 2016. During that season, he went 1-and-2 with a 7.23 ERA in 25 games for the D-Backs.
