Joe Tokarz tells the story of submarines, built in Manitowoc, Wisconsin, being moved down the Chicago and Illinois Rivers during World War 2, and the fund raising effort to build a commemorative plaque in Ottawa’s Allen Park that would match existing plaques in Morris, Joliet and Chicago.
