It’s audit time at Ottawa Elementary School District 141. The November Board meeting took place last night at the Central School Cafetorium and William Newkirk, a shareholder at Newkirk and Associates, summarized the audit in his annual presentation to the Board. The result is a clean bill of health for the 2023 fiscal that year began on October 1, 2022, and ended on September 30, 2023. Newkirk said there are several reasons why Ottawa School District gets such a clean bill of financial health. One of the big things is managing their debt load. They successfully issue working cash bonds in such a way that it keeps the tax rate stable. The District also manages debt to allow for reserves on hand while accomplishing capital projects at the same time. The school district does not over-extend debt so there is always the ability that issuers can cash bonds which means financial flexibility.

Newkirk issued three different opinions specifically on the financial statements themselves and then two different opinions on compliance related to grants which the state of Illinois compiled statutes require. Newkirk said they found no compliance findings, in other words, the Ottawa Elementary School District confidently has moved into fiscal year 2024. The district is looking at declaring the intention to issue bonds but has not yet decided to do so though they are in a very good financial position to do so. The School District has some outstanding bonds, three bond issues, and one debt certificate issue.
The School District is in excellent shape in terms of debt limit capacity. With steady growth over the last several years, they have a debt capacity of 6.9 percent of their assessed evaluation or about 24.4 million dollars.

We have an update on the shots fired back on November 2nd overnight. Ottawa police received multiple 911 calls reporting gunshots fired in the 1100 block of Pine Street. At about 2 am police secured the area and met with the homeowner who reported persons had forced their way into his house. Gunfire was exchanged with one of the suspects. Grundy County sheriff’s detectives then contacted Ottawa PD about a subject at the Morris Hospital being treated for gunshot wounds. Ottawa police collected evidence and came up with 20-year-old Fernando J Martinez as a suspect and reported their findings to the La Salle County State’s Attorney’s office.

On Monday of this week, a warrant was issued for Martinez’s arrest for home invasion, a Class X felony, and unlawful possession of a weapon by a felon a Class 2 felony. Later Monday afternoon about 4:30 pm, Martinez was arrested near Columbus and Dayton Road after a short foot pursuit and taken to La Salle County jail. Martinez was on parole for an aggravated battery conviction from 2021 when he was 18. At this time, Martinez is awaiting a pre-trial detention hearing where he will see a judge.

This Thanksgiving week, Peru Police and the La Salle County Sheriff are joining the Illinois State Police to ensure holiday travelers are buckled up and driving sober with a “Drive Sober or Get Pulled Over” enforcement campaign that runs Nov. 17-27.

“Thanksgiving means more vehicles on the road – and an increased risk of crashes,” said the Department’s Spokesperson Lieutenant of Administrative Services Doug Bernabei. “No matter how long or short your drive, remember to buckle up and make sure children are in a safe seat. By buckling up and making a plan for a sober ride home, you help everyone have a safe and happy holiday.”

The goal of this effort is to reduce motor vehicle crashes and fatalities. Proper seat-belt use is the most effective way to protect vehicle occupants. If you’ll be celebrating with alcohol or other impairing substances, please remember to plan for a sober ride home before you go out. Call a taxi or ask a family member to get you home safely.
Make sure everyone in your vehicle wears their seat belt.

The Thanksgiving enforcement effort is made possible by the Illinois Department of Transportation.
