After the city of Marseilles apparently spent $100,000 to install a culvert, one commissioner wants a reimbursement. Commissioner Jim Buckingham says the city, CSX Transportation, and the Federal Railroad Administration had a meeting in 2016 so a culvert could be put in on Young Street. After the culvert was installed in 2017, Buckingham says CSX hasn’t been cleaning the area where the culvert is, which is required in a contract with the city and the Federal Railroad Administration. Commissioner Nathan Schaefer says there were tree roots that grew out of the culvert. The leaves that fell into it were also causing flash flooding during heavy rain storms. Buckingham says he wants to bill the railroad company for the work the city did including for the labor and fuel.
