People with water bills to pay can’t take them in person to the water treatment plant building at 828 E. Norris Dr. for a few days. A contractor is starting a parking lot resurfacing job there today. City Hall says it will take several days, but its announcement doesn’t say how many. Payments can be put in the drop box in the Lincoln-Douglas Parking lot in the 800 block of Columbus St. You can also pay in person at City Hall.
