Ottawa City Hall intends to apply for a grant to improve Allen Park. To explain the improvements and justify the grant, it will hire Hitchcock Design Group to draw preliminary plans. Then the city can apply for an Illinois Open Space Land Acquisition and Development Grant. Those are offered every year for parks, recreation areas, and conservation areas.
