Developing the recreational amenities on the Illinois and Michigan Canal in Ottawa might require a master plan. Ottawa Canal Association President Arnie Bandstra is asking the City Council to develop one. He says recreation on the re-watered canal will be better if one thing going on there doesn’t interfere with another.
Bandstra says a plan would also help get grants to pay for developments. He says that’s up to the city, since the association itself isn’t eligible for many of those grants.
