NCI Artworks has hired Julia Messina as its new executive director. One of her first big jobs there will be overseeing the fifth annual Mad Hatter Ball. It recognizes outstanding local young artists and performers. That’ll be in November. The organization says Messina has been one of its active supporters since it started in 2011. It supports the arts in LaSalle, Bureau, and Putnam counties.
