Ottawa City Hall is contracting with Halm Electrical to install 14 light poles with speakers in the Jordan block. It’s costing $98,500 and the city’s not bidding it out. City Commissioner James Less says he has nothing against the company. But he thinks it’s a lot of money to spend when other things may be done in the block in just a year or two. At this week’s City Council meeting, he also said there’s no emergency to justify not bidding it out. His was the only no vote.
