The ice skating rink isn’t going up in Ottawa this winter. City officials say it was damaged last winter when the weather didn’t get cold enough to freeze the water. The water sloshing around under the wind all winter long put too much pressure on the sides. So, the one season when it did get used two years ago is all the city got out of the $10,000 rink. There are future plans to have another one with a cooler to make the water freeze faster than the weather does.
