Third District Appellate Judge Robert Carter says it’s the honor and privilege of a lifetime to serve on the Illinois Supreme Court. Carter will fill the vacancy voters created by not keeping Tom Kilbride on the state’s highest court.

Voters will also put someone else on the court in November 2022. Until then, Carter is the appointed replacement, chosen by all of the Illinois Supreme Court justices except Kilbride, who didn’t participate in the process.

Carter, from Ottawa, started as a law clerk to the late Illinois Supreme Court Justice Howard Ryan in the 1970s. Carter says he’ll retire in two years.
