Ottawa police got a report last month of a sexual assault that happened more than a decade ago. The investigation has led to charges against two men.
Detective Corporal Marc Hoster says 29-year old Joshua L. Moxley of Streator and 30-year old Robert M. Rowney of Ottawa are each charged with predatory criminal sexual assault. The incident allegedly happened in early 2008 and involved a child who was under 13 years old. The men would have been about 17 and 18 years old at the time.
Moxley is also charged with aggravated criminal sexual abuse from an incident that allegedly happened in late 2006 involving a victim under age nine.
