The Ottawa City Council is committing up to $3.5 million in tax increment financing funds for the new community recreation center building. The project’s total rough estimate cost is $20 million. The Ottawa YMCA, which has taken the lead in figuring out how to get the project done, and OSF Healthcare announced a partnership to cover the rest. That building will go at the former Central School track site behind the Knights of Columbus building.
